Do We Bind Off R&B?

I am almost finished the left side R&B. Do we bind off after row 120 if we have the correct length or keep the stitches on waste yarn?

Also I found some discrepancies between the written text and the chart beginning on row 93. Text indicates a inc R which should be a inc L at the end of the row. The chart seemed to be correct based on the pattern.
