Confused about Edge Stitches and Increases

I'm still having trouble with Swirls and Garter. Jill, you said the edge stitches were not included in the chart, but are they included in the words? I think the two "swirl" sections may be inconsistent because of the way incL and incR are defined. If I'm correct that incL includes only the one stitch that is added in the increase, the first "swirl" in row 1 takes up only 20 of the 21 stitches (plus the increased stitch). Does this mean that I should add a knit stitch at the beginning of the row, so that the first K2 becomes K3? It looks like IncR, on the other hand, includes both the increased stitch and the original stitch; if this is correct, all 21 of the stitches in the second "swirl" of row 1 are accounted for. I hope I'm explaining this clearly, but I find it confusing.
